Sounds play early rather then specific point

Ok, I place my sound FX in like frame 200, but when i test movie, the sound plays like 100 frames before the actual frame i place it on. But when i Test Scene, the sound plays on frame 200. I mean, its mad confusing, i dont get why. Can it be my movies FPS?

i figured it out, when you exporrt your movie, there is somewhere where it says '16kbps' about the sound, which you can change. change it to 160kbps. that solves the problem
