im wondering do the sound quality improves if u converting it to acc 256 kbits if the orginal mp3 file is 128 kbits

AAC is more felxible than MP3, but if you're converting an mp3 to an aac at a higher bitrate the quality would probably still be the same, probably.

Conversion always degrades the sound quality, unless it's directly from the CD to .flac which is lossless

Or any lossless format for that matter.

The only way to achieve and maintain the best quality is through CD's and using any lossless format.

Compression in different formats is....different.
