Is it safe to completely install XP on a preinstalled Vista laptop, will it work or will the Vista laptop crash?

it should work perfectly fine, i had a laptop with windows 7 pre-installed and put it back to xp....
I can't see a problem with it, my windows 7 laptop still has a basic operating system based on vista for vrius scanning, here's a tip for you; Put all of your files on an external hard drive, and delete them from Vista, then make the xp partition as big as possible, then simply put the files on xp.

A lot of people downgrade their OS to save resources and increase overall performance...
The only thing you should really know is that you need to get all the correct drivers (you can probably find them on your laptop manufacturer's site) after you reformat/install a new os... otherwise shit will run slow or screwed up...
Also... Its been a while since using XP... (so im not sure about which drivers it comes with) .... but make sure you get a version that has at least SP:2, so you won't be fucked without essential drivers for connecting to the internet and such, so you can connect to the internet right away and start installing updates.

Yes, but I can recommend Windows 7 instead of XP, much more stable.
