It would help if you look for manga artist/anime artists in the Art Portal. You can go ask them yourself. It would also help if you can post a pic because that would give us a hint on how good you are.

I'm afraid I suck. I don't know about J-qb though.
here's something i whipped up in less than a minute (speed drawing) i did it in paint and i'm so much better on pen and paper but can't uload the pic. i have a mechanical pencil if it helps.

with a mechanical pencil; do you mean a pen tablet or just a refillable mechanical pencil?
If the last one is the case I suggest you try to get a hold of a camera or scanner and take some pictures of your work. Stuff that you are actually proud of or that is at least representative of your skill. We could comment a lot about that pic you uploaded, but those comments would probably not apply to your other drawings, so that would be a bit pointless.
Put some time into something, THEN come for help, we can't tell what you can really do if you don't show us what you can really do.

I like to draw manga - anime characters, but I don't think I'm an expert...However, Manga/anime is easy to draw XD

Sadly the eye is out of proportion...Draw something better...take your time! if yo want a good advice do your best, show us your best...
I think it's fairly safe to say of the people who come to the art forums a lot I'm probably the closest to manga/anime style.
I'd say the best way to get better at art is to not limit yourself to one style. I'd say learn some classical proportions and try to strip away your style from affection your technique.
Once you've got a good foundation then start implementing your style. I did it backwards, if you wanna see go and laugh at my thread full of my art. And you'll see a jump in improvement.

Eventhough it's manga or anime, it has a set of rules you need to follow. The shape of the eyes, and other stuff.
learn manga with mark crilley because really you just need practice and tutorials, not a tutor, that would be a waste of time, just search up some tuts and get practicing
