need help with minecraft lan server

Ok ok...
so me and my bro are trying to set up a lan server offline.
i always get the "server overload" error, if someone can tell me how to get rid of the that would be great but i dont think thats the main problem.
so, i can can connect to my world easy but when he enters my ip and the port he just gets "connecting to server" and then it says the server timed out and he can never connect.
why does this happen and how do i fix it?

if thats all too confusing for some reason can someone just give me a step by step tutorial about how to set up a lan server? ill just do it all over again

hahaha, i know i posted it in the actual minecraft forum! xD
only like 10 people are online so its unlikely someone is gonna reply even though most of those people probably know what theyre doing. i posted it in NG too because like... a bunch of people are online and im more likely to get some sort of responce, hopefully helpful.
so far nobody has helped.
