I'm guessing Iran, Russia, North Korea, or China. They're all organized (meaning they have armies, and don't rely on guerrilla warfare), they all have access to nuclear warheads, and they all have corrupt governments.

I don't think America will have any part in starting the war, but we'll be more than happy to jump in.
