These trees are done in flash - my question is how? Seeing as they're made up of varying tones rather than flat colour.

My mistake, I have now been informed they were painted in photoshop.

That is very possible to do in flash. It's not practical, but it's possible.

All it is is different tones of colour, and the soft shading can be achieved using object drawing mode, converting fills to movieclips, and blurring.
