I suppose it's because Tom is largely a glorified figure head, whereas Wade is a hands on adminstrator, which means he has to shit on people who deserve it, causing feathers to get ruffled.

Wade is really a nice guy, but he just has the job that everyone hates. It's kind of like being the assistant principal, you may be a nice person, but it's your job to punish people.

Because we love them both, while Tom is the nice guy figure who comes in every once in a while to make sure we are doing ok.
Wade is more like the guy who comes in here to check we are not out of line. He is just as authoritative is Tom and we all love having banter with him every once in a while. It's not that we hate him, it's because we view him as the guy at the party who gets involved in everything and makes jokes with people etc. Tom is the guy who stands with everyone and makes everything calm and cool.
