I'm gonna have to side with Aigis on this. I have never heard of boku or atashi being used formally. You're on spot with ore being less formal than boku, but ore is only for use with close friends. You're going to want to use watashi for most situations if you don't know the person. If you're friends with them, go right ahead and use boku. If you've known them for years, use ore. In most cases though, if you're not sure and don't want to offend anyone, use watashi. And yes. My Japanese teacher taught me this.
