Line paper is a no-no to begin with.
I understand not all of us have access to sketch books and high quality paper, but a simple sheet of printer paper will do the trick.

following some better paper you need to then work on anatomy and form.
After that,Design and perspective.
Look up some online tutorials or try to attend some basic art classes. they should help

What did you use to draw this? For the way it looks, I think it's a pent with an ink problem. Either find a better pen or use pencils first.
