First of all, you're an idiot for over modding a game. Second, I searched the Steam Support and found the answer.

The easiest way of doing it is completely re-installing your game (note: REINSTALLING, not DOWNLOADING), do this by:

1. Exit Steam
2. Go to: C:\Program Files\Steam\SteamApps\<a ccount>\team fortress 2
3. Rename the game folder to: ~team fortress 2
4. Start up Steam and play TF2, the game's installation should appear, similar to the one that installed it when you first bought it.
5. When it's complete, delete ~team fortress 2 folder.

We had some good times, Newgrounds.

Wait- what?! TF2 doesn't even have mod tools out. The only things you can mod without going to 3rd party applications like GCFscape are maps. I don't get how you can corrupt a game like that.
