Well, I think this needs another bump. If you know any artists (such as your favorite artists) that may not be active to the website, and has no icons for his flashes, or something like that, you can make the icons for his flashes, and either PM the author (if you really want to PM the author, you may want to do it before you make his icons, if he is too inactive, do the following ->), or ask any icon mods to upload them for you.
Can anybody make icons for me? I really don't like looking at my old work let alone getting screencaps for them.

I'm going to start lurking here a bit, hoping to find the occasional free place for a thumbnail. This morning I got bored and submitted a few 46x46s, and figured that considering they'll be useless in no time at all trying to find some 140x90 requests would be my best bet.
A few 46^2 icons here - as you can see, I'm not amazing, but I'm capable:

Don't waste your time making 46x46 icons, we can't edit or approve those. Instead, if you want to help just focus on making 140x90 thumbnails. When we upload a thumbnail for an iconless submission, the icon is automatically replaced for a part of the thumbnail. It's like killing two birds with one stone ;)

I know that, but the most recent request in this thread had dibs on it, I had absolutely nothing to take up my time and I decided to use the icon helpers page for a while. It made me realise how quick it was creating icons and such.

I know, but icon mods don't have the tools to approve icons made via the icon helpers page, so there's no point in making 46x46 icons. We can't even see the 46x46 icons made using that page or edit the 46x46 icons ourselves.
If you want to help, you can pick an author whose flashes don't have thumbnails (everyone can access to the *.newgrounds.com/flashicons page) and make 140x90 thumbnails for them. You won't be able to edit them yourself, but you can PM them to an icon mod so he can upload the thumbnails you made. Once you have made 10 thumbnails, you can PM Tom and possibly become an icon mod yourself :D

3 birds for the Genreicon mods. But still, focus on the 140x90s, then send em to any of the icon mods, like myself, and we will upload em.

Is this still working 5 years later? If closed, I guess that the submissions that didn't get an icon will remain deprived of one. Also, I wonder about changing some that were given an improper icon, namely plain black.

There are still icon mods but I don't think anyone is especially active nowadays. If you have specific submissions you think need an update, you can post them here!
