do we have to ask for permission to use someone's uploaded audio?

OR
more importantly; is it expected by the composer that I ask to use their song?

Music that is uploaded to the Audio Portal is designed to be used for flash projects within the site.
You have no obligation to ask, or otherwise inform the member whose music you use in your flash. Though depending on what it is you plan on using their audio for, the considerate thing would be to ask them prior to utilizing their audio.

Also, ask further questions in the Where is/How To area of the site.

There are no true "Sexual Deviance's," what is condemned now was countless times commended, while that allowed now, once but a sickness. Let not your ignorance consume you.
