I turned off the computer and replaced the older card to the new one, then to install the new driver at start-up.
How can I completely remove the ATI driver soit doesn't conflict with the new one.

What is the point of that? You aren't getting a noticeable difference in performance anyways.
If you are upgrading from the 9200 to a 6600, then that's pointless. If you are gonna replace your GPU, then at least get something noticeably better than what you already had...
BTW, 6xxx series are extra old :/ I don't see why you would even bother putting that in your pc.
At least get a 9xxx series or higher.

Remove it in device manager
Click on the start button, Right Click My computer and click manage

I really don't care how you did your computer.
This isn't even mine, this is just one I'm fixing for a friend, and just using extra parts from my old one.
And switching from a 64bit card to a 128bit card is a pretty noticable difference to me.

So I've uninstalled the drivers, and tried to install the newer card. However, with the card connected to the slot, I get no picture on my monitor upon start-up. (The computer still boots to the desktop though)
I've made sure the VGA cable is connected properly as well, and the fan in the card was spinning.
I can't install the drivers unless I have the card in the AGP slot.
What could be the problem?

thats strange. You may have the wrong drivers maybe. Or maybe you have a pci-express card and not an agp?

just dont forget about the power supply.. you need more power now that you are running a more powerful card
