I've seen people enter false numbers and even identities under their registrant info, I'm not sure if this would have undesirable consequences for a domain like NG? You also have to consider the average internet user likely doesn't know information such as WHOIS lookup exists.

Each .com website is required to have a valid phone number listed (even if it's just voice mail). A little history lesson, then... I think it was Ebaumsworld that was nearly (or actually) pulled from the web because they didn't. If my memory serves correctly (which at this time of night, it might not), it was the guys from somethingawful.com's forums that spotted that and reported them for it and the long and short of it was that all hell broke loose.
