How long does it take for a user to get "scouted" i keep checking on the art and keeps saying this user has not been scouted yet.

You also need at least for art submissions

When you enter 4 art submissions a mod will come and check your work to see that it wasn't stolen, done with an ilegal program, or inapropiate3 for the tag. Just keep making art and evwentually it will happen.

You need at least 4 pieces of art to be scouted, so that's the first thing you'll have to rectify.
