The Circle Registration Point?

You know how the registration point is represented by the cross symbol when you click on a symbol right? What is the circle that appears when you click on a symbol? I also would like to know how to move this circle, because it's messing up my animation. Thanks for any help, and let me know if you don't understand what I'm asking.

Select the symbol, select "transform tool" (this might be "scale" in other versions), then the circle should be highlighted and you can drag it wherever you want.

It's the rotation point. It automatically sets to the registration point of the movieclip, but can be moved around by clicking on it when the scale tool is selected.
