You can't launch a Nuke from the web. They have physical launch keys, operated by people. Not the internet. Nuclear missiles are not connected to the internet, and predate the internet by quite a long time. There are plenty of hoops one must jump through to launch a nuke, for the sole purpose of preventing idiots from causing the apocalypse.

Now back to rearming nukes. You're talking about shutting them down for a few weeks, then turning them back on. We are just as much in danger of self annihilation on February 5th 2013, as in any day in 2012. So really, it's a pointless cause. Might as well keep them up and running if your just going to turn them back on.

You can not launch Nuclear weapons with a computer. You don't just hack into a system to launch them. There are physical keys that need to be inserted into physical slots, and then physically turned by human beings standing in a specific room in order to launch a nuclear weapon. There are fail safes put in place to prevent one single person from being able to launch a nuclear weapon. So despite my misinterpretation of your use of the word web, whether you meant a network or something, you are still not correct in that a hacker can simply sit down and launch a nuke after somehow getting the classified launch codes. Else nukes would probly have been flyin by now.

Technology goes forward every day, people doing serious steps. Who knows, if someone won't construct machine capable of making big hole enough to start sucking things up and launch it? However, on that note, it would be fairly difficult to get a nuclear device in enough places in the world to cause an apocalypse, unless you were one of those nations I mentioned earlier. Poor nations with nuclear capabilities do not have the proper delivery systems to launch bombs around the world. Terrorist groups, and third world nations also do not want to blow up the people of their own nation/faith/what have you, as they loose support in whatever cause they are fighting for.
