the only way to change your level icon is, funnily enough, to level up. ;P

It really doesn't take that long to level up when you're amongst the lower ranks, though, so you won't be stuck with that icon for too long.

Ok. Thanks. Though it kinda stinks that those "make your own level pic" flashes can't make one for your actual account. Oh well.

It would kind of defy the point. The level icons are in place to make older users feel superior over new guys. If we didn't have level icons, how would we all be able to judge each other? Oh yeah, post count... :p

The levels are to show the n00bs who are the bosses hell yeah.

But in al seriousness I think the exp levels are to show how dedicated you're to the site. And post count it's just a number, having more posts means people recognizing you.
