I believe Toon Boom can export to Flash's SWF format, that is some higher grade software from what I hear.

toon boom is the best alt for flash. not only is it the most popular but its made for animation. lipsyncing and keeping character colour pallets is much easier, also you can move the camera independently instead of having a fixed stage area like flash, it also has a Z plane for perspective when panning ect. (but i still use flash) Adam Philips uses toon boom more than flash these days, look him up, you will see what t can do in the right hands.

http://www.toonboom.com/products/animate pro/gallery.php

You can see a bitey screenie there.

Toon Boom is severly underrated alot within flash communities. Ive been using flash for about 8 years now and I still think toon boom is a better animation software over flash. However, I think when it comes to it, use both together. Dont ever restrict yourself to using one package.

you know that isn't quite true

if you go Here(johnnyutah) and download that file that has the camera thing and all the script done and you can just have it for free

i dont think it counts when you make your own z plane. its not a feature of flash to have a z plane of moveable camera. like peter said its best not to restrict yourself to one program, this seems to happen a lot in the flash online community.
