if your a complete novice id recommend pencil and paper before computer programs, step up from that, id guess ms paint or sumo paint, then theres artrage then gimp, those are the free programs, take your pick, and we cant give you advice if you havent posted anything so post it up before this thread is locked for breaking art forum rules
Im drawing with tablet, its harder than pencil&paper ofc , but i 'liked' it.

what program are you using there, and tablet is easier in my opinion depends what tablet you have i guess, but pencil and paper is quicker for drawing

I know it's kind of getting off topic but I'll contribute to the tablet/paper debate and say that they are different, one isn't, for me, easier than another. I prefer paper for accurate line work, but a tablet is much better for mimicking painting and even has some advantages over canvas and paint in that regard. I think a tablet (or tablet PC) is indispensable if you want to do digital art, and a worthy investment, but it does take a lot of practice.
You can also try free demos of Adobe Photoshop and Corel Painter, but you'll have only limited time to try before they'll want you to fork over some SERIOUS money.

I can't say actually. Tablets are more difficult after using paper for several reasons, different (smooth) texture, computers do neat very well, but it's hard to get messy if you want it, You transition from hand eye coordination, to brain eye coordination, the disconnect of seeing what you draw as you draw it and drawing it and seeing it only on a screen above you can be awkward and hard to get used to it.
