Lens flare and lighting filter does not equal shading.
Those are for PHOTOS, cause it's PHOTOshop, it wasn't made for drawing, despite the fact it works very well, it is intended for photo editing.

Actually Photoshop kind of IS drawing because Most Great artists use it like how Adam Philips uses Photoshop for the backgrounds of his Brackenwood series

No shit Sherlock, I USE photoshop, I know what it can do and be used for.
Keep in mind that it is called PHOTOshop, it is a PHOTO editing program.
Everything in PS is intended for photos, some just also happen to be useful for drawing such as brushes and the like.
