just google flash, and you would have found it.
This is the main program we guys here use: Flash.
Look at this page for free stuff, if you don't have the cash for flash.

Yes, stay away from sprites, but if you can find a good place to learn Pivot, the knowledge you gain can be a real help later on with walk cycles, etc.

I personally started out with Pivot. It's a good way to learn how to animate stick figures, and then fullbodies.

Sprites, though I hate them so, can really help you get the grasp of Flash when you're first starting out. Just don't upload them to the portal. You will get flamed and insulted for using them, regardless of the reason. So, if you really want to, you CAN work with sprites as practice for flash. You know, they aren't any work really so it can help you understand things about flash. But if you want to animate, after you get the feel for animation, yes, please stay away from sprites if you know what you're doing :P
