History Question

Can someone tell me who actually created the Clock format of movie with bouncing figures, wagly speech pointers and Speakonia voices? I realise that SBC's image of himself started the idea of an object with a clock for a face, but who first put it in a movie and made a character out of it? I am writing the Wikigrounds page for Clocks and this format, used as standard by all Ocks etc is an important part of Newgrounds.

Actually, although he made the image, as I said in my question, did he animate that image and create the character? I think not, but I have not found who did. I have already looked on Clockopedia; indeed we already have links to Cpedia on Wikigrounds, but if the answer is there, I haven't found it yet.
