You mean 21st century, or 20th century?
20th century is the 1900s, my numerically challenged friend.
Frankly I don't give much of a shit about the movie of the last decade.
I'd say Team America: World Police is definitely high up there. It's puppets, which is about as original as you can, it's funny as fuck, well-made and all-around awesome.

Well if they truly are crappy and boring, I suppose nobody would vote for them right? =/
Assuming you mean from 1900-1999:
1) A Clockwork Orange
2) Pulp Fiction
3) Citizen Kane
4) Forrest Gump
5) The Big Lebowski
6) The Good, The Bad and The Ugly
7) The Wall
8) Once Upon A Time in the West
9) One Flew Over The Cuckoo's Nest
10) Reservoir Dogs
In no particular order. Not necessarily the best of the past century, just my favorites.

So just because you don't like foreign movies or 'documantaries' that means they can't be good?
-it has to be of the 20th century no 1900s movies
Thanks for limiting the field to all those 20th Century movies that weren't made in the 1900s that makes our job a lot easier

Ignoring these two rules because they're retarded.
-it has to be of the 20th century no 1900s movies
...Huh? My guess is that you meant to say 21st Century, on account of the fact that the 20th century encompasses almost the entire history of film, which would make picking a specific time frame kind of pointless. For the future: 20th century = 1900s, 21st century = 2000s.
Okay, I'm probably forgetting tons of stuff, but off the top of my head:
1. Eternal Sunshine of the Spotless Mind
2. In the Mood for Love (a "crappy foreign movie that would bore the heck out of people")
3. The Dark Knight
4. Finding Nemo
5. There Will Be Blood
6. Man On Wire (a "documantary")
7. The Royal Tenenbaums
8. Casino Royale
9. Anchorman: The Legend of Ron Burgundy
10. Pan's Labyrinth
And just in case for some reason you actually meant the 20th century (though this one is much more difficult):
1. 2001: A Space Odyssey
2. Casablanca
3. The Godfather
4. 8 1/2
5. Blade Runner
6. Star Wars
7. The Wizard of Oz
8. Toy Story
9. Pulp Fiction
10. Blazing Saddles

So... my top 10 movies of the 1900s that didn't come out in the 1900s...
All right... well why don't you just save yourself the trouble and check out http://www.imdb.com/chart/top , I'm pretty sure that'll give you a better idea of what the general population likes the most, unlike what you're going to hear in this thread after having failed to tell us if it was regarding 1900s movies or 2000s movies...
And if you REALLY want to know what my favorite movies are feel free to check the favorites page in my userpage.

Two of the greatest movies I have ever seen. They are, in their own way, brilliant.
I would say that "The Great Escape" would have to go on that list.
