If you are not actually interested in pursuing animation, or taking up flash as a hobby, don't bother. If you think this is going to be a one time only thing don't even try, it will only be frustrating and you will be unmotivated to keep the project going.

no i used pivot stick figure animator a lot, and i though i would make one and put it up on ng for who knows why. i just wanted to know if it is allowed to use that program and my other questions above

No matter what skill you have, pivot always results as a shitty flash.

Adobe.com has the 30-day trial of flash cs4. Try that.
All simple stuff pretty much explains itself when you open flash, but i suggest you don't submit any movie at all when you are that less motivated.
(almost) all animators have seen this site.
If you want to continue this thing, download the 30-day trial of Flash and follow some tutorials, practice some anatomy and make your movie. Let some friends watch it though, if they think it sucks, don't submit it, unless they're A-holes.

While I think that Flash is a much better program than Pivot, and there are much better free alternatives, I disagree with that statement. Any animator worth his salt can work in any program or medium he so chooses to, whether it be Flash, Pivot, 3DSMax, or even using Microsoft paint and windows movie maker.

As long as you can turn the file into a swf or convert it into a swf it can be anything that you yourself have created. No matter the program you used or even if you want to use a camera. (such as Numa Numa or the many claymations that are on the site)
Sorry for not answering your question about preloaders. You don't need one, but if you are going to have a large file where people are going to have to wait it can be annoying if there isn't one. If you don't use one just make sure to mention that in the author comments so people know that the movie is actually working properly.
