I've tried things like Flash or Toon Boom Studio, and unfortunately it's not easy to work with on a Tablet PC. I've tried something like TVP but again, it's not often a comfortable thing for me to use.
I own a Fujitsu Lifebook T4010D and it's pretty old - it's max resolution is only 1024x768. This can make avoiding on screen clutter to be a pain at best, usually.
Are there any programs out there (or suggestions for the programs I've listed above) that could be well suited for use on a tablet PC (and for those with Cintiqs, those as well)?
While I am able to swivel the screen to access the keyboard, it's a pain - keeping it open and trying to draw on the screen is hard as well, having to steady the screen and not hit a button on the keyboard. Using the on screen keyboard is also difficult due to the screen size. Are there programs that have most of the basics for animation? Things like onion skins, flipping through frames, adding and removing frames, color, brush size, etc.?

If Flash and ToonBoom are too hard for you, I don't see how using a shitty, more simple animation program will solve the problem. If you really want to animate, try doing it the traditional way. Pencil and paper.

No, I mean a tablet PC.
With a drawing tablet (i.e. Wacom Intuos3) I can access the keyboard a bit easier.
With a tablet PC, I usually only have the screen to work with - I can't just push hotkey combinations, and It's not as easy to have to stop drawing, go to a menu, or try to click on a frame.

Sounds like the problem is less with the software and more with the tablet PC. Perhaps instead of using the built in keyboard you could try purchasing a USB keyboard and mouse so that you're not worrying about hitting the keys or balancing the screen when you try to draw?

I've thought of that, but I'm mainly going for something with a few external things as possible - if I can have everything on screen (such as buttons for undo, new frame, play, etc. on the side and out of the way) then I'd like to have that. If all else fails I'll work with an external keyboard in tablet PC mode but yeah.. Hmm.

hmm, try plastic animation paper
It has a free version you can use forever, plus pretty much everything is on the screen.
(next frame, Undo etc.)

Dude, you're fucking amazing. Seriously.
The pie menu you can customize (depending on what button on the pen you hold down) makes that even better. You are freakin' awesome.
