I was browsing the BBS, while suddenly one of those emoticons appeared, and yelled "What are you lookin' at?!"

I might not be up to date, since I don't check out NG that often anymore, but could anybody explain WTF HAPPENED?

It's an easter egg that pops up if you hover your mouse cursor over an "angry face" icon on the forum listing for several seconds.
