Lately I've been working on making an animation (maybe like a collab) and I'm hoping you could give me some tips of what I should improve

Well, the setting is just whiteness and some lines to look like buildings, and the people ae just stick figures. i guess you could try to draw more to improve your animation?

Bump up your framerate to between 21 and 30. It looks like you have the basic idea of how motion and recoil work, if you combine that with a higher framerate you'll get very smooth and crisp movements.
Music is a given.
If you're going to go with stick figures, make sure they're dynamic. Stiff sticks are boring and dull, and since they have little detail to begin with it's always better to really get their movements to be impressive. Have them bend, really exaggerate their motions and it will make up for the detail.
Background art, plane and simple. Even if it's just a bunch of rectangles of varying shades, a simple background will match a simple style.

You're using pivot right? That's probably why there's not much detail,
I suggest getting flash if you can, its more work but its worth it in the end

No.
Don't touch you're framerate.
The only time you should ever touch your framerate is BEFORE you do any animation. You should never up your framerate to get a smoother result.
Sure, you could, as it would be the easy way to do it, but it's an aweful habit to get into.
Add some inbetweens instead.

my older brother has flash cs3, but I really suck at it
