Practice, practice, practice, and when you're done keep practicing. Don't forget to practice after you're done though!
And yeah, some books may be useful. Unfortunately, I don't know any book that can help you (I'm not an artist), but you'll find plenty of art tutorials on Google.
Also, you may want to look for help in the Art forum (but don't forget to read the art forum rules first).
There's also an account here on NG that helps with drawing guides, links, programs to start you off with, and more.

Some people are just born with the artist gene, while some people have no talent whatsoever. Look at me for example, I can practice drawing all I want, but I'll never be good at it.
So if you're already pretty good, then keep practicing and you'll become better. If your skills don't improve after a year, you should try something else lol.
There's no secret instantaneous way to learn how to do anything though, unless you're really gifted.
I am an art teacher who specialises in teaching drawing to non-drawers. It is NOT true that you are either born with it or not. Also, how can you practice practice practice when you don't know what to practice.
My advice is to go to a class if possible. You can learn to draw from excellent books and websites too. However, they are only good if you follow and do the exercises. You can't expect to learn to draw if you don't actually try. Remember that you won't draw 'perfectly' first or second or... twentienth try. Don't expect yourself to draw complicated stuff until you are ready. Start simple like a piece of fruit first.

Deviant art has really great tutorials and may help you in many ways. For example, if you're into anime, they have tutorials on how to draw the eyes, face etc. Practice makes perfect
personally, I started with pencil and paper... But before you go and buy some huge pro art software and all the accesories, it never hurts to have a quick go at MS paint...

I think everyone can learn to draw.
For example there is this guy on NG who mad a flash named Pico Epsylon or so. He draws amazingly good but when you look at his first submissions you see that at first he wasnt really that great.
