Actually, Bullet Bills have always had arms, but it wasn't really as noticeable on the older games.

Looks pretty good! If I may, I'd suggest bumping your contrast up a little bit when you're shading things so that they look a little more rounded. Basically, just brighter highlights and darker shadows - right now everything in your drawing has more or less the same tonal value, so it flattens things out and makes it harder to read shapes.

And I completely disagree that spending too much time on practice is a bad thing. You should spend extra time on things while you're learning them - if you rush through them because they're "practice", you'll never learn the final steps and your pieces will look incomplete. Take your time and pay attention to what you're doing and you'll naturally get faster at it.

Id suggest darkening out the background... basically everything other than solid white would be good. maybe a slight gradient...
such simple things can make your drawing a lot better.
