When I'm writing, if a good idea passes my head I put it down quickly, but I never understand how to draw out my storys.
My stories may have some really fantastic ideas, but is short and looks messy thus making it badly written.
Any tips?

Yes, start by scribbling down everything you got (like you do). Then, build a timeline of events and slowly fill it in. This is called an outline. Next, write a first draft. Finally, polish polish polish...add...polish!
Failure should push you until success can pull you.

I guess just do some pre-planning. Nobody is going write a good story from fleeting ideas. I guess you can write sort of stream-of-consciousness style and just write down whatever comes to mind first for a while. Then when you finish, you can edit and add in details to make the story make more sense.

Write it out as fast as you can, it doesn't really matter until you are finished. I for one will often throw down sentences quickly with little regard for continuity only to pour over it and edit it until my piece has reached perfection.
Basically, what goes in a rough draft doesn't always matter. What comes out of that rough draft does, however, so if you think your writing isn't up to snuff, edit it until you think it is good, fuck, edit the shit out of it if you need to.
