Russia is Characterized as an illegitimate democracy using a dual Presidential Parliamentary system. In 1992 When the USSR fell apart Russia elected a President Boris Yeltsin. However, Yeltsin was replaced by his VP, the current prime minister Vladimir Putin. Both of these people were independents. United Russia the dominant party of the Duma formed around Putin. Their is overwhelming popularity for current prime minister Putin. When Putin was in office he centralized government by indirectly controlling the upper house of the legislature (Federation Council). And he assigned Presidential representatives for each province in Russia.. those representatives are appointed by him. As you can see power is very centralized and media is near controlled by either the political elite or nationalized industries such as gasprom. However, this does not justify it as a true Communist country, because it has an elected President not a Secretary General that rises from the Communist party ranks.
