You use it WHILE you go to the gym. It helps with both weight and strength gains. It improves recovery times between sets, allowing more work to be done in the same amount of time. There is little to no negative consequence, and the gains do not recede once discontinued. It's the way to get the best gains in the short term.

Personally, I used it for the same reason the OP is considering it, and that's to put on extra mass for rugby. It'll improve your burst power, provided you train using power-exercise methods.

Just as some extra advice for kaywire, I'd suggest a routine that consists of plyometrics (I believe that's what they're called) as well as power, cardio, and bulking days. Switching your routine weekly or bi-weekly will prevent you from plateauing. Most routines are only going to allow gain for 6 weeks, so by switching between 4 routines every 2 weeks, you should see steady gains for 6 months, as opposed to 6 weeks. This will also provide a very rounded workout regiment.

Yeah, there's nothing wrong with opting not to use creatine, as it's not essential.

As for the upper body / core strength, you could make some minor improvements to your routine. When I was bulking, I had my own routine, which I won't really go into. The main thing to remember is that you can't do your entire routine in one day. You should be in the gym every day, with several different days that focus on different areas.

I used to have a 5ish day routine, with different core and abs workouts at the end of each day. Your body can only be as strong as your core, which holds very true for rugby.
This is my rough routine:
Day 1: Back (Anything consisting of pulls, usually bicep exercises that incorporated back muscles)
Day 2: Chest and Shoulder (Incline, decline, and regular bench. I'd also throw in should press.)
Day 3: Legs (Squats, cleans, lunges, it was a pretty short day, mostly power exercises, I'd do a lot of core and cardio on this day too)
Day 4: Everything I could think of that involved a medicine ball, swiss ball, or bosu ball.
Day 5: Run / Bike

It's a loose guideline, but it splits your week up, and keeps things interesting. I'm sure you can think of about 10 - 15 exercises in these areas, some for isolation, some for power, some for bulking, some for looking good. I'd also suggest doing everything with free-weights instead of machines. Days 1 and 2 should help you with your arm-strength, as well as making you look good. Doing core and cardio every day will help strengthen other areas, as well as bring out that 6-pack you want.

Also, for long-term, I'd suggest cross-training on your off-season or off-days. I personally loved playing squash and other racket sports for agility.

On your run / bike days, maybe try something called HIIT (High Intensity Interval Training). I'm not exactly sure on some good HIIT exercises, but the idea is to have a 20 minute workout that involves high and low intensity periods, which ends up being more effective that a jog of twice or three times the amount of time. A quick google search should give you a good couple of HIIT workouts to try.

Creatine is fine as long as you drink a lot of water, just as a precaution for any kidney problems that could potentially arise, however low the risk may be.

Creatine is somewhat safe. Try taking it in 3 months and see if there's any problem. Drink more water. Also, for any medicine, avoid prolonged use.
Lastly, creatine is safer for you in your 16 than in your 61. Just joking.

P.S. If you are afraid, don't take it. Researchs said that what you are thinking will affect the medicine's effects and side-effects.

After you exercise, make a shake with eggs in it. They are high in protein and natural.

The milk, plus 2 eggs, plus something along the lines of Sustagen or Milo contains an acceptable level of protein. Don't waste your money on expensive supplements. It's best to have this straight after exercise, as you have a small window of time (around 15 to 20 mins) when you can get the most out of the protein.

I wouldn't recommend getting too carried away with anything at 16 though, as your body is still developing.

Creatine is supposed to be pretty safe.. but it hasn't been around long enough to see if there are long term affects.

I wouldn't get into any of that stuff, including protein powder, unless you were a serious body builder. It's always better to get your nutrients from meals, anyway.
