perhaps, if I were trying to make one of Joe's works I'd still use the brush tool. If he does use the pen tool then he's still not using the line/pencil tool.
So I guess it's ok to use the pen tool and maybe the line tool if you need to (not the pencil) but you shouldn't leave the lines in the final picture. And to accomplish a pic like Joe does you still need to know basic anatomy which is much easier to learn and practice when using the brush tool instead of doting out your lines with the pen tool.
