By any chance, is that from a PrtScn screenshot? If so, I suffer from the same problem. I always want to show screenshots of my flash movies but I can't because they look like crap and I don't know any other way taking a screenshot and turning it into a picture file. I currently have no knowledge of how a digital camera works either. Is that how everybody does it?
I usually frequent the VG and collaboration Forums. If you find me anywhere else, I'm lost and can't find my way back.

The PrintScreen function is not the problem, you just need to use the right software to export the icon.
There isn't anything we can do with that picture, quality has been lost and that can't be reversed if we don't have the source. So upload another image, make it JPG or PNG, then it can easily be converted by someone to a high quality gif.

Sorry, but we can't fix the image quality. The result will only be as good as the base picture, I'm afraid.
What you want to do is use a program ideal for manipulating and exporting image files like Photoshop, GIMP (free), or even free browser-based image editors like Phoenix, from the Aviary line. Take your screen captured icon, and export it as a high-quality GIF. AIm for GIF options that will export 256 colors and 0% dithering. The more colors and less dithering you have, the better the image.

When you save it in paint, save it as a .png then convert it with this:
