do you get any revenue from views or does the ad have to be clicked?

Hey,
I'm glad you asked this question.
Well, basically the API uses protocol from an external advertising host. But, what this means it that ads shown by using the API may have different specifications.
Some will pay out per hit (amount of times clicked)
Some will pay out according to how many audience members it's been exposed too
Some actually require the user to sign for a service, such as a registration or purchase from the adverts site
Some require a combination of the above.
So in short there is no direct answer. And I'm not sure if there is a way to tell which adverts, have which requirement. Suffice to say that the more people who see your submission, the better your chances of earning money.
So keep the flash quality high, and spread your submission as far and as wide as possible, for maximum results.

As far as I know the ads served by Newgrounds through the API are solely click based, I haven't come across any that pay based upon views (that wouldn't make sense?). You may want to PM josh (psychogoldfish)/tomfulp but I'm pretty sure they're all click based.

Here's the official answer from PG.
Q: How do the ads work? How much money will I make?
A: The ads run on several platforms... CPM, CPC and CPA. What that means is that different ads pay for different things. Some ads pay based on how many views they get, some by how many click-throughs they get and some by how many customers buy something from the advertiser. Because much of the ad inventory is dependent on user interaction there is no way to say for sure how much money you will make. From your stats pages you can guess as to how much you will make by looking at your eCPM rates.

I must be mistaken then, I was unaware that there were pay per view adverts included in the adverts displayed through the API, I thought that was only for those displayed through the Flash pages and userpages (revenue share). My apologies, learn something new every day :3
