English is very hard, since words mean so many different things!
They surely meant that a building was being erected, and the sign was indicating that unauthorized personnel shouldn't be walking around the site, as it may be dangerous.

I noticed. One of the Chinese menues at a restraunt or hotel actually put bee puke on their menu. I'm not even going to bother asking what it is.
Well still. How do you confuse honey with puke. I'd understand bee honey, but bee puke? What's the definition of puke.
When I was living in Germany I had it explained to me why English is so hard.
There's a huge lack of rules when speaking English, you can virtually say words in any order, and you will get your point across.
"Me and Sally went to walk in the park."
"We went to walk in the park, Sally and Me."
It doesn't matter. But, when writing English, there is a huge amount of rules, which you only learn by analyzing the language in it's written form.
On the other hand, most other languages do follow rules. There are verb rules and conjugations. There are strict rules for structuring a sentence.
Such as:
Time, Manner, Place, Preposition
To the English the system seems more complicated because we don't learn it. But in actual fact it makes learning easier. You just abide by the rules and learn the vocabulary.
Since English lacks these rules and has close to half a million interchangeable words in it and no clear structure. It is a daunting task trying to learn it. From a non-English speaking view.
It's not hard, you say this becuse the words mean so many different things(I laughed when I saw the picture :D) but is the same on Portuguese and Spanish, I study english 4 months and I'm good on it and I almost forget english don't have accents.

Well, I'm brazilian and I think that Portuguese is a quite more difficult. English is easier.

Anyways, English is one of the most difficult languages to learn. A lot of good points were already made here.
My friend was in the air force in some language department. Said they had a main list of languages in order of difficulty or something like that. English was higher up there.
I think the most difficult were the African click languages lol
