I've just started on my first animation and have created several enviroments. One, for example, is 11MB - I'm wondering how I make the file size smaller as obviously I can't have a ton of enviroments this size in my animation? What do people normally do to make their individual clips/enviroments smaller sizes?
First, make sure that you are comparing the swf size and not the fla size. There is a major difference in size.
Second, turn on the size report when publishing so that you know where the space goes. Bitmap video and audio is the main issues.

If they're just static backgrounds, you can bring them into photo editing software (or just export > export as image) in Flash and safe the file as a .jpg. Generally, it will be smaller than an equivalently detailed vector-based image.
