Is there a way to obtain GPS location of a lost cell phone if it's still on without paying for some service online to do it?

Been googling and can't seem to find how to do it. Most ways show you need to install some software before-hand, or pay for them to do it.

You can with an iphone but not sure about others. Some would call it Triangulation
