it's at the bottom of each and every forum page, in fact, it's even below when you are posting a new reply or thread. it says "FORUM SEARCH' and has a box below it. it's next to the funky head with goggles on that says "some account type thingy here."

Maybe, you never know. It's hardly important to the site or anyone running it though, so don't expect much to happen to it this side of the next re-design.

I think it was just a design note that the guys used when making the redesign back in 2007. It's probably something that they never got around to removing and it's just stayed there for now.
