I think this thread should wait till Avatar... I mean James Cameron returns after ten years - the guy created several of the highest grossing films of all time (not to mention the best), created one of the most iconic characters in movie history (astalavista baby), a sequel (or two sequels) that surpassed the original films, the perfect movie (Aliens) and Titanic, which despite what you think, did make 1.9 billion world wide.

picking the worse movie of 2009 isn't possible; there are so many out there and they'll only get worse as the years progress.

as for the best, I would have to say Inglourious Basterds, though there have been some exceptional films.

Adoration
Fear(s) of the Dark
Lymelife
Sin Nombre
Where the Wild Things Are

Luckily, I've avoided any bad films. If I had to pick one film I didn't care for, it's Duplicity. The acting and cinematography are good, but the plot is way too confusing to follow. I got bored soon enough.
