Jigsaw takes months to come up with his plans and even then they go wrong. Unless he has some sort of trick or pre-existing plan up his sleeve, Jigsaw cannot do anything when faced one-on-one with an adversary.
Ah yes. Also, Jigsaw always sets up his plans and puts them into action when the subject is asleep/unconscious, whereas Hannibal just doesn't care and bites your face off.
And we can't forget the fact that Hannibal actually becomes face-to-face with his victim, Jigsaw just watches from the security cameras.
However.....Jigsaws' plans are more brutal. They give the person not other choice. Its either, get out of the trap....Or die, whereas Hannibal....Just kills you.
So I suppose its a balanced argument. Hannibal is very clever in the way he does things, and its very psychological, and Jigsaw is just brutal and FORCES the victim into fear and FORCES them to cause themselves/other harm in order to live.
