it would be if it's EST+3, or EST-9 I guess works too, since EST+3 is smack dab in the middle of the Atlantic Ocean... -9, or more likely, +14, would make sense if it's an Aussie or NZ Clock.

I don't really know, ive been trying to get this right but it wont sync with my clock.
i use getHours/Minutes/Seconds function.

Most people are used to mod 12 clocks, not mod 24 clocks.

i might just be an idiot, but im at about 17:25 (big hand on the one before the normal 6 o clock position) on your clock and 10:25 on my cpu clock. I have it as 17:25 being 5:25 in 12 hour clock
