Germany's buildings are quite good. Since most cities were bombed, there's now an infusion of the old Gothic German architecture, and new ultra-modern cities. It makes places really interesting to visit.

I'd say Italy because of its heritage, but allot of countries have amazing architecture that cannot be relative to other architecture in terms of how "good" it is.
