It's on irc.webchat.org or irc.webmaster.com (both domains point to the same network).

I've tried it, and like the fact that I can give a direct link to the chat using it. It also has a half-decent layout, albeit horrible colour scheme. Altogether, if someone needs a java client, mibbit is probably a good way to go.
