In what program is good to do such pictures?
If I draw it from hand on paper in what program can I give it suck color and shadows. And if I need to draw it not from hand, but in a program, what kind of pragram shoud I use.

Art101 has compiled a nice list of art programs ranging from free to pricey, so you might want to check that out. Next time you have a general question why don't you ask in the Art Forum Lounge, it's meant for stuff like this.

if you also want to animate it, toonboom ands down, give it a look. its pretty good for importing drawn chars and vectorising them.

You can draw it and then scan it to colour in photoshop or if you don't have the money for it you can always download Gimp which is sort of like photoshop but free.
