The 24-hour rule is in effect because even though it's your birthday, you might not be EXACTLY 18. If you were born at 11:40 a.m. and you try to buy a cigar at 10:00 a.m., the store can STILL get in legal trouble for selling it to someone who is technically under 18.

One full day garuntees the store will be free from liability.

Well...if technically you born a certain day at 11:59:59 PM, then for 23 hours, 59 minutes and 59 seconds of that day, he could technically get in trouble for selling you smokes. Seems like a stupid reason to have to cover your own ass, but such technicalities pervade our society to the point of nuisance.

If you want to get technical, even longer than that, because you need to take a handgun safety course, and those take more than one day.
