When and why did this "24-hour rule" BS come into effect, and why wasn't I told? Could it have something to do with the store's very close proximity to my school?

Another thing I should probably mention is that my I.D. expired today. Of course, even if that answers my question, that just raises the further question of why waiting longer would be okay.

It's probably a policy for the state you live in. It may be possible that if the authorities questioned the clerk allowing you to buy cigars, and he said you only turned 18 today, it would be a matter of which time you turned 18. If you were still 17, and were turning 18 on the same day at a later time in the day, then the clerk can't permit you to buy it. You'll probably have to verify the time you were born.
