artist scouting takes forever

I asked my friend who's a really good artist to join newgrounds and post some art, and he did since 2 weeks, and till now he still not scouted!
he submitted 4 good drawings as said in the faq, what's the deal???

You haven't said who your friend is, so there's no way to check him out.
Given a narrow-minded guess, other people don't think his art is a good enough standard.

If you want to continue your enquiry, post it in the Art Portal Q&A thread in the WiHt forum, along with a link to your friend's NG submissions if you want a better answer.
